Neal is a Rhode Island native who was transplanted to Cherry Point, North Carolina in 1987 after graduating from Marine Corps boot camp at Parris Island, South Carolina. After serving in Operations Desert Shield and Desert Storm, he completed his Marine Corps enlistment in 1991.
